Yes! Dogs travel free on all BVG public transport (U-Bahn, S-Bahn, trams, buses). Small dogs in carriers travel free. Larger dogs must be leashed but don't need a muzzle unless they show aggressive behavior. Service dogs ride free without restrictions.
Tiergarten has designated off-leash zones (Hundeauslaufgebiete). Tempelhofer Feld (the old airport) allows dogs off-leash on the runways! Volkspark Friedrichshain and Mauerpark also have off-leash areas.
